As the Housing Rehabilitation Inspector and Risk Assessor for the Redevelopment Authority of the City of Erie, Luanne oversees all residential rehabilitation projects from initial inspection to completion. Her responsibilities include evaluating property conditions, writing scopes of work and cost estimates, coordinating bid walkthroughs, reviewing bids, awarding contracts based on set criteria, and preparing technical and quarterly production reports. Luanne also inspects contractor work to ensure quality and compliance with project scopes.

With over 14 years in residential construction, she serves as a liaison among nonprofit agencies, clients, contractors, city officials, and partner organizations. Her expertise includes conducting risk assessments, clearance testing, managing application intake, organizing outreach events, and maintaining XRF equipment. She also holds Healthy Homes training and certification.
